Klicni portal (Voice Portal)
Klicni portal enables access to requested service 24/7. It is an automated interactive voice response (IVR), which
provides content selection by voice recognition or by touch-tone keypresses on a mobile phone (DTMF choice).
Klicni portal solution can simultaneously handle several calls and eliminate queuing.
Klicni portal also enables call recording, which is especially useful when offering services, where users contribute
to the content (e.g. Statement of the Week, recorded questions for studio guests, dating ...).
Service providers decide to offer content as premium, available on 090, or non-premium, available on a regular mobile number.
Service providers also set regular-call rates.
Klicni portal, such as other voice solutions, is easy to use and suitable for the broadest scope of users. It appeals to
young users, just meeting advantages of mobile services and also to mature users, who prefer to keep their mobile
communication to speaking.

Klicni portal (Voice portal) Licensing
Please note that Klicni portal solution is available as premium and non-premium. Premium solution
is available on 090 and non-premium on a regular mobile number. Premium solution enables billing of air time per minute and
is designed for commercial use. The use of non-premium solution uses regular call rates for billing and is – therefore –
designed for different non-premium service.
For a premium Klicni portal licence:
- Send a form with all details for acquiring Mobitel premium 090 number.
- Conclude a contract with Mobitel for premium 090 number, which determines the use of Klicni portal.
- Set up a technically suitable solution.
For a non-premium Klicni portal licence:
- Conclude a contract with Mobitel for a non-premium Klicni portal
- Set up a technically suitable solution.

For a Mobitel premium 090 number, we require service providers to fill in the form
(Premium -090- Number Form) with all details for each 090 number. The form must be sent by mail with all
required enclosures (service providers send enclosures if no post-paid contracts with Mobitel have been concluded).
The set-up procedure is available in Requirements for Voice Content via Mobitel's 090 Premium Numbers.
Premium 090 numbers are activated once per month according to the following procedure:
- Service providers must send the form with all documents by no later than Day 8 during the calendar month.
- Mobitel sends the provider a Cooperation Contract for Voice Content Via Mobitel's 090 Premium Numbers.
- No later than by Day 15 of the same calendar month the provider returns a previously signed contract to Mobitel.
- Day 1 of the consecutive calendar month the number 090 is activated.
If the provider already has post-paid packages concluded with Mobitel, the following documents
are not required (do not have to be enclosed with the form):
Service providers – LEGAL ENTITIES must enclose a form with the following documents:
- Court-Register Certificate for the legal entity or a Court Conclusion for having established the legal entity,
- Tax Office (of Republic of Slovenia) Statement of the VAT number,
- Solvency Certificate or Bank-account Statement (the latter is only necessary for recently established companies);
The document must not be older than 90 days (it must be submitted by legal entities, which conclude post-paid packages
with Mobitel for the first time),
- Personal ID of a person concluding the contract (if the contract is concluded by a person, who is not a legal representative
of the company, an authorization in writing of the official representative must be enclosed).
Service providers - SOLE PROPRIETORS must enclose the following documents apart from the form:
- A Decision issued by the respective Administrative Unit for Sole Proprietors or a Copy of Certificate from Entrepreneur
Register or a Copy of Craft Permit or a Copy of Registration or at least one document, which certifies the Sole Proprietor
has registered its business operations or a Certificate issued by Agency of the Republic of Slovenia for Legal Records
and Related Services (in Slo: AJPES) or a Certificate from Business Register of Slovenia (Poslovni register Slovenije)
- Personal ID
- Copy of VAT number; if the person is liable to tax a Tax Number Statement issued by Tax Office of Republic of Slovenia,
- Bank account number,
- If the sole proprietor does not have a permanent address in Republic of Slovenia, then he or she must have at least a
temporary address, also a vouching statement of a citizen of Republic of Slovenia, who is employed in Slovenia is required,
- If the contracting party is not a holder of the sole propriety himself or herself a corresponding authorization to conclude
the contract, which is verified by a notary

suitable software available, which enable the requested application.

From the user's point of view, Klicni portal is an automated interactive voice response (IVR), which provides
content selection by voice recognition or by touch-tone keypresses on a mobile phone (DTMF choice). The order and logic of the
content is ensured by the provider's IT application, which uses information, structured in programming language Voice XML as its
basis.
Klicni portal also enables call recording.
Klicni portal solution can simultaneously handle several calls (premium 090 or regular mobile) and eliminate queuing.
That’s its main advantage, which means the service provider does not have to purchase several lines for receiving simultaneous calls.
Each service provider of voice content on Klicni portal can – prior to concluding a cooperation contract with Mobitel –
test its solutions. The service is free of charge.

The communication is always initiated by a user, calling your (non-)premium number. For this reason, services,
premium and non-premium must be advertised.

Example: A user calls his/her library and subscribes for receiving SMS messages-reminders to return the
